Fukushima city itself is quite uninspiring but it is a good place to go from to reach Goshiki-numa, the surrounding mountains (which are beautiful) and Aomori and Sendai both of which have incredible natural landscapes to see.
Renting a car is an absolute necessity, car rental places are almost right outside the station, book in advance ideally.
