There's a combination of full day and half day tours available from Oxapampa. I did a Chontabamba tour on my first day there which was less than 4 hours. Then I did a longer tour my next day there. Loma Tours are a good agency.
It's a small town so you can easily walk it. If you're going to the Mariposario, that's a bit futher out so get a taxi.
The location is not too far from Plaza de Armas, but it is on a dirt road so it’s not too convenient if you have luggages. Also, only stairs, so you have to carry your luggage up. Furnishing was very basic. The owner/manager of the hotel was nice and friendly, but she doesn’t speak any English. Also, the hotel doesn’t take credit card. It was a bit noisy as there were constructions across the street, but at night, it was quiet. My main dislike about the hotel is that the bathroom is not clean. We saw fungus on the walls.
Staff was great, the breakfast was delicious and carefully thought out. The hotel itself is beautiful, the rooms well taken care of. There's a pool and fire pit which we didn't get to use do to the quick nature of our trip (we were there for 2 days for a wedding). We were easily accommodated when we asked for early check in and late check out. Plus the hotel is a 2-minute walk from the bus station.

Location brilliant, and the family that run the hotel were really lovely and helpful. They also ran tours that we went on which were enjoyable and very interesting.
