This is an area with a lot of beautiful scenery. We stayed in Yasumiya and did not have a car. The area is reasonably well served by JR buses, which are covered by the JR pass. Six buses each day, both coming and going from Yasumiya, serve the Oirase Stream area and two other stops along the lake shore.
In addition to exploring the Yasumiya area, we took the Lake Towada Sightseeing cruise from Yasumiya to Nenokuchi, walked along the Oirase Stream for a few hours then took the sightseeing boat back.
The sightseeing cruise, which has a two routes: a loop from Yasumiya and from Yasumiya to Nenokuchi (they have a discount for round trip fare), is a really nice way to enjoy the lake.
There are other hiking trails and places to see but we did not have time to explore them.
There are several restaurants and coffee shops in Yasumiya, but not all are open and some have limited meal hours. There was only one spot in Nenokuchi for a meal (the JR Bus stop had some snacks). So being strategic about having snacks and planning meals around common meal times is a good idea.
