Aghstafa is not touristic and it shows. The shops and supermarkets are cheap but people are looking for money from you, mainly the taxi drivers. Buses are frequent to the other towns and Tbilisi and Baku. I can't imagine anyone will be there for tourism alone. I was attending the town for archaeological excavations, but changed location to Gazakh, which is larger and has a bit more to offer.
